Jammu Bans Cross-Gender Massage, Tightens Spa Rules to Curb Illegal Acts

The Jammu administration on February 12, 2026, issued strict rules banning cross-gender massage in spas and massage centres. The order, signed by magistrate Dr. Rakesh Minhas, cited Section 163 of the BNSS 2023 to stop nuisance and danger.
It states, “Cross-gender massage shall not be permitted. There shall be provision of male masseurs for massage of males and female masseurs (masseuse) for massage of females only.” Spas must not have any internal locks or bolts in treatment rooms. Massage services behind locked doors are banned.
CCTV cameras must be installed at entry points, reception, and common areas, but not inside private rooms. The recordings must be kept for at least 30 days.
The move comes after reports of some spas in Jammu district being used for immoral activities, prostitution, and illegal acts, threatening public order.
Employees must wear identity cards during work and be above 18 years old. All staff, including therapists and receptionists, must undergo police verification. Owners and managers have to submit a compliance affidavit at the nearest police station within 10 days.
Operating hours are fixed from 8 a.m. to 9 p.m. Female staff cannot stay overnight at the premises. Alcohol and any intoxicants are banned inside.
Customers must show valid ID proof, and spas must keep a register of their contact details. Notice boards in English and Hindi must display bed counts for males and females, and employee details including qualifications.
Senior Superintendent of Police Jammu is tasked with enforcing these orders. Local magistrates will inspect spas regularly and report to the District Magistrate.
The order took effect immediately and will remain for eight weeks unless changed or withdrawn. The district administration stressed its focus on public safety and lawful business operations.
