CIA Launches Chinese-Language Video Urging China’s Military to Spy via Tor Browser
February 13, 2026
The CIA has released a new recruitment video in Chinese on its YouTube channel to target China's military personnel. The video, published on Thursday, urges Chinese officers to provide information to the US spy agency. It shows a Chinese military officer quietly doubting his leaders, who are described as "protecting only their own selfish interests." At home, he worries about his daughter's future and cannot "allow these madmen to shape my daughter’s future world." The video quotes Sun Tzu's The Art of War, noting the best victory is one that "triumphs without fighting," while China's leaders rush soldiers to battle. The officer then secretly contacts the CIA through a computer using the encrypted Tor Browser. The clip ends with a bold message: "The fate of the world is in your hands." Instructions on downloading Tor are shown for viewers to reach out safely. The video's text invites anyone with information about high-ranking Chinese leaders, especially those in the military or intelligence and technology fields, to come forward. China’s Ministry of Foreign Affairs has called previous US intelligence recruiting "malicious smears and attacks" aimed at deceiving Chinese personnel. The CIA’s spy network in China collapsed between 2010 and 2012, with at least 30 people killed or jailed, partly due to faulty communications. Beijing has not yet reacted to this newest video.
