Counter-Terrorism Department Now Active in Gilgit-Baltistan with 250 Officers

GILGIT: The Counter-Terrorism Department (CTD) has become operational in Gilgit-Baltistan, with a dedicated CTD police station now active in Gilgit. The GB Police announced the CTD has started working with 250 officers and staff. Recruitment for another 600 positions will be completed this year to boost the unit's strength.
Training help will come from Punjab and Khyber Pakhtunkhwa to build skills and provide basic training for CTD personnel in the region. SSP Tanveerul Hassan has been appointed as the head of CTD Gilgit-Baltistan.
All terrorism-related FIRs so far have been moved to the new CTD police station in Gilgit. SSP Hassan said, "The CTD has four wings, including investigation, intelligence and operations, and will handle terrorism-related cases across the region."
The CTD has already registered the case related to Thursday’s attack on a Frontier Works Organisation (FWO) vehicle in Tangir valley of Diamer.
The federal government approved the CTD unit in Gilgit-Baltistan in September last year. It authorized 613 new posts to fight terrorism and violent acts, especially along the strategic Karakoram Highway (KKH).
However, funding issues remain. The Gilgit-Baltistan government faces challenges paying for new posts, and funding for building construction has been delayed until next fiscal year.
On July 25, 2025, a Central Development Working Party (CDWP) meeting reviewed a project called “Raising of CTD police in GB,” set to cost over Rs1.5 billion. This project follows a prime minister’s order to set up the CTD in GB within six months.
The project aims to fill “critical gaps in human and technical resources” to help GB Police respond better to terror incidents and conduct thorough investigations. The Ministry of Kashmir Affairs, Gilgit-Baltistan and States and Frontier Regions will fund this project.
The Ministry of Planning noted that delays are due to “reduced fiscal space in PSDP” and significant existing financial commitments to GB.
