Hong Kong Leader Highlights National Security as Key to City's Stability and Growth
February 14, 2026
Hong Kong’s leader hosted a meeting with 150 officials, advisers, lawmakers, and experts to discuss the State Council’s white paper on local affairs. The focus was on protecting national security, seen as essential for Hong Kong’s stability and growth.
The leader said safeguarding national security is crucial for fully applying the “one country, two systems” principle. This, in turn, will help the city develop and attract foreign investors.
He said, "In addition to the central government bearing fundamental responsibility for national security matters in Hong Kong, the Hong Kong Special Administrative Region must earnestly fulfil its constitutional responsibility to safeguard national security, and the government and all sectors of society must actively fulfil the practical requirements."
He also emphasized that this is a "long-term and enduring task."
"We must deeply summarise our experiences and lessons, remain vigilant against national security risks at all times and do a good job in safeguarding national security in Hong Kong in all aspects," he added.
