Tamil Nadu RWAs Demand Fixes for Long-Delayed Basic Infrastructure Before Budget

As Tamil Nadu and Chennai's Greater Chennai Corporation prepare to announce their budgets, Resident Welfare Associations (RWAs) have listed urgent infrastructure demands. Harsha Koda from the Federation of OMR Resident Associations said residents along Old Mahabalipuram Road (OMR) have waited over 15 years for basic needs like piped water and underground sewage. Many roads, such as Model School Road in Sholinganallur, lack proper stormwater drains. Around 7,000 apartments there face flooding during rains.
Across OMR, home to about 100,000 apartments, stormwater drains exist only in a few small lanes and are poorly connected. Despite budget funds since 2016, the Tamil Nadu government and GCC have not properly implemented drainage projects. Sholinganallur, a key IT area, pays heavy property taxes but sees little infrastructure investment.
The Alliance of RWAs asked GCC to fund a technical audit and fix stormwater drains. They also want road repairs, contract transparency, water quality standards, and a fast system to handle complaints. They urged focusing on strong, lasting infrastructure rather than temporary fixes or freebies. The group also wants the government to rethink expanding the Kodungaiyur waste-to-energy plant.
Gomathinayagam of the Neelangarai Residents’ Welfare Association noted that though Tamil Nadu CM M.K Stalin recently opened a water tank under the Nemmeli Desalination Plant, household water supply has yet to start. Residents worry about unclear connection fees, which could reach ₹80,000, and water meter installation is pending. Road widening from Thiruvanmiyur to Akkarai, currently half done, stalls due to land issues. Three planned iron-girder bridges linking ECR and OMR have not started.
T.R. Subhash, general secretary of Sarathy Nagar RWAs, said a culvert behind a Velachery saree shop brings floodwater from several neighborhoods but has no proper outlet to Pallikaranai marshland. This causes waterlogging every year though funds exist. Bus service has decreased, and people pay up to ₹600 for cabs to reach hubs like Kilambakkam. He called for a dedicated bus terminus.
Kathiravan Duraisamy from Maduravoyal said RWAs urge finishing old infrastructure projects instead of launching new ones. Residents want controls on heavy vehicles, upkeep of parks and walking tracks, and senior-friendly facilities. They reported problems with roads, drainage, water supply, and waste in Nolambur, Vanagaram, and nearby areas. He said improving stormwater drains and desilting canals before monsoon is crucial to prevent floods. Expansion of Metro water and underground drainage to all streets, and local waste composting units, were also requested.
