Saudi Arabia Expands Exceptional Talent Residency, Sets High Salary Bars for Foreign Experts

Saudi Arabia has approved more than 1,028 government and semi-government entities and 3,484 private companies to nominate foreign experts for its Exceptional Talent Premium Residency. This residency targets skilled professionals by setting clear income requirements across three salary bands.
Researchers must earn at least SR14,000 monthly, have a minimum of three years’ experience in priority fields, and provide three specialized research papers. Scientific and healthcare workers have a higher bar, needing a monthly salary of at least SR35,000 and to pass a point-based evaluation. Executive roles, limited to top government positions, require a salary of SR80,000 and an official employer recommendation.
The residency lasts five years and can be renewed. Those who stay 30 months within five consecutive or non-consecutive years may apply for permanent residency if they still meet the criteria. The programme aims to boost Saudi innovation and knowledge transfer while supporting family stability.
Successful applicants enjoy several benefits: no expatriate or dependent fees, visa-free exit and re-entry, priority lanes at ports, freedom to switch jobs, property ownership rights, and permission to run business activities. Family members up to age 25, including parents and children, can also join and work in the private sector.
With a SR4,000 fee, the programme stays selective. It focuses on experienced professionals and senior leaders rather than beginners. Saudi Arabia’s approach is to widen institutional access yet keep strict eligibility standards to attract world-class talent.
