Supreme Court Gives UPSC One Week to File Affidavit on Screen-Reader Software for Visually Impaired Candidates

On February 16, 2026, the Supreme Court granted the Union Public Service Commission (UPSC) one week to file a compliance affidavit detailing its plan for using screen-reader software for visually impaired candidates in UPSC exams. The Court's December 3, 2025 order required UPSC to allow candidates to request a scribe change at least seven days before exams. The affidavit must include the timeline, action plan, software testing, standardisation, and infrastructure readiness across exam centres. The Court emphasized that these accessibility measures reflect constitutional promises of equality and dignity. The matter was heard by Justices Vikram Nath and Sandeep Mehta. UPSC's counsel confirmed full compliance needs just one more week to file the affidavit. The Court scheduled the next hearing for February 23. This follows a plea by Mission Accessibility seeking digital tools and flexible scribe rules to assist differently-abled candidates. The Supreme Court also directed UPSC to coordinate with disability bodies to create uniform guidelines on assistive technology use in exams, to ensure fair and secure access.
