The government of India is dreaming big to help flood-affected states Bihar, Orissa, and Uttar Pradesh. They want to collect a whopping Rs. 100 crores to provide relief. How? By making a special postage stamp mandatory for all letters posted! Yes, every letter will carry this extra help for flood victims. This idea is not new. Similar special stamps were issued during the Bangladesh crisis to raise emergency funds. However, just these stamps may not collect enough money to reach Rs. 100 crores. So, the government is thinking of asking State Governments to chip in by adding small extra fees—or levies—on stamp papers used for registering documents and even on motor vehicle taxes. The Centre is very worried about the severe damage caused by the floods, especially in Bihar. Officials are looking at all kinds of ways to help these hard-hit areas. But there’s a catch! This plan to collect funds through special stamps and extra levies might face roadblocks. Some State Governments might say “no” to extra charges, even though they didn’t oppose the special Bangladesh stamp during that crisis. With the flood waters wreaking havoc and millions struggling, the government's plan mixes creativity and urgency. Will the states agree to this fund-raising magic trick? Only time will tell!
