J&K LG Manoj Sinha Drops Two Govt Employees Linked to Lashkar-e-Taiba Under Article 311

October 30, 2025

Jammu and Kashmir Lieutenant Governor Manoj Sinha shook the region's political scene on Wednesday by firing two government employees under Article 311 of the Constitution of India. Why? Because these employees were caught in the sinister web of terrorism, linked to the dreaded Pakistan-based group Lashkar-e-Taiba (LeT). The dismissed duo, Ghulam Hussain and Majid Iqbal Dar, both from the Education Department, were allegedly active as Over Ground Workers (OGWs) for LeT, helping the terror group in various ways. This is part of the administration's strict "zero tolerance" policy against terror and its all-out fight to break the terror network in Jammu and Kashmir. Ghulam Hussain was a teacher at Government Primary School in Kalwa, Mahore (Reasi). Appointed in 2004 and confirmed in 2009, Hussain used encrypted chats to stay in touch with known terrorists Mohd Qasim and Ghulam Mustafa. Investigations revealed he wasn’t just passing time; he collected and gave money for terror activities, supported terrorist families financially, and helped recruit young people into terror ranks. Authorities said, "He was a planted OGW within the education system, tasked with radicalising youth and recruiting them into terrorist ranks." Majid Iqbal Dar joined as a Lab Assistant in 2009, after his father’s death, and rose to teacher in 2019. He was found deeply involved in terror activities funded by drug money. Dar had links to LeT operative Mohd Jabar and helped fund terror and radicalisation using narcotics proceeds. His dark role was exposed when police found an IED near a J&K Bank branch in Rajouri in January 2023. Dar was arrested with others for placing the bomb following instructions from Pakistan. Officials said he remained "deeply committed to the terrorist ideology" even behind bars. A senior official said, "Dar’s betrayal is twofold — he misused a government position and exploited his role as an educator to further the objectives of a terrorist organisation." So far, Jammu and Kashmir’s administration has dismissed 75 employees suspected of terror links. Lieutenant Governor Manoj Sinha is firm. He said, "Those who aid or abet terrorism in any form, including by creating false narratives, are enemies of peace and progress." This latest blitz using Article 311, which allows firing without inquiry for national security reasons, shows how seriously the government treats this threat. Jammu and Kashmir’s public services are being cleaned up from terror sympathisers, making the region safer and its future brighter.
