Supreme Court backs Kerala's plea to extend electoral roll revision deadline amid crunch local elections

The Supreme Court on Tuesday, December 2, 2025, found Kerala's demand to extend the Special Intensive Revision (SIR) of electoral rolls beyond December 13 "just and fair." The Bench led by Chief Justice Surya Kant asked Kerala to file a representation to the Election Commission of India (ECI) by December 3. The Court urged the ECI to consider the request "sympathetically and objectively" within two days.
Kerala faces local elections in 1,200 local self-government bodies, including 941 gram panchayats and six corporations. The elections cover 23,612 wards. The ECI had last extended the deadline from December 4 to December 11 due to heavy workload and distress among Booth-Level Officers, with reports of some losing their lives.
Kerala's government warned of an "administrative impasse". It expects deployment of 1,76,000 government personnel and 68,000 security forces for election duties. The SIR uses 25,668 trained election staff. Advocate C.K. Sasi representing Kerala highlighted that polling will happen on December 9 and 11, with counting on December 13, and election completion set for December 18.
The ECI, via senior advocates, said the SIR was progressing well, with 98.8% of forms distributed and 84% returned and digitized. The Kerala State Election Commission claimed staff are not doubling up roles and no shortage of personnel exists for the SIR.
The Supreme Court's directions aim to balance Kerala's urgent electoral needs with the ongoing revision process to ensure smooth, fair elections without administrative breakdown.
