Maharashtra Law Graduates Petition Supreme Court Over AIBE-XX Exam Failures and Rights Violations

A group of law graduates and advocates from Maharashtra has filed a petition in the Supreme Court and Bombay High Court. They seek urgent judicial action over ‘gross administrative failures’ in the All-India Bar Examination (AIBE-XX) conducted on November 30, 2025.
The petition represents thousands who appeared at exam centers in Nalasopara, Vasai, Thane, Mumbai Suburban, and Navi Mumbai. The AIBE is a must-clear test for law graduates to practice law in India.
Petitioners allege unsafe and unhygienic conditions that harmed dignity and safety. Exam halls had broken benches, crowding, poor ventilation, and bad sanitation without water or privacy. Female candidates faced embarrassing situations. There was no drinking water or medical aid, and invigilators lacked proper training. Centers were in remote areas, causing hardship especially for senior, women, and differently-abled candidates.
Advocate Faiyaz Alam Shaikh leading the petition said, “These failures are not mere logistical lapses; they amount to violations of Articles 14, 19(1)(g), and 21 of the Constitution.” He stressed the importance of protecting the right to dignity and the right to practice law.
The petition demands swift court action, reforms, and a full Action Taken Report from the Bar Council of India, State Bar Council Maharashtra and Goa, and relevant authorities. It also calls for a High-Level Supervisory Committee with retired judges and senior advocates to monitor future exams and suggest changes.
Emails to the Supreme Court registry and Bar Council remain unanswered. Petitioners warn, “The credibility of the legal profession’s licensing process is at stake.”
