Congress MPs Demand National Health Emergency for Delhi Pollution; Health Security Cess Bill to be Presented

On December 4, 2025, Congress MPs Manickam Tagore, Manish Tewari, and Vijayakumar alias Vijay Vasanth moved Adjournment Motion notices in Lok Sabha. They called for urgent discussion on rising air pollution in Delhi-NCR and North India. They urged the Centre to declare pollution a national health emergency.
At the same time, Union Finance Minister Nirmala Sitharaman is set to introduce the Health Security and National Security Cess Bill, 2025 in Lok Sabha for consideration and approval. The Bill aims to raise funds for national security and public health. It proposes a cess on machines and processes used to manufacture specific goods.
In other developments, Lok Sabha recently passed a law to increase excise duty on tobacco products after the GST compensation cess ends. The Rajya Sabha approved the Water Bill through a voice vote.
