Delhi HC Upholds Centre’s Rule Barring Color Blind Candidates from CAPF, Assam Rifles

The Delhi High Court has upheld the Ministry of Home Affairs’ 2013 policy banning candidates with defective vision, including color blindness, from joining Central Armed Police Forces (CAPF) and Assam Rifles (AR). The MHA issued these guidelines, stating personnel with vision issues cannot use lethal weapons safely or distinguish uniform colors, risking lives in combat against insurgents and terrorists.
Three CISF recruits challenged the policy after being discharged in training for color blindness. They had passed initial tests and medical exams but failed later assessments. The court said the guidelines were “not arbitrary, unreasonable or perverse” and noted the recruits were still on probation and not permanent staff when discharged.
The bench of Justice Subramonium Prasad and Justice Vimal Kumar Yadav stated the policy is justified because color blindness can cause “hazardous consequences” in forces needing precise identification during operations. The decision confirms the government’s stance on ensuring full fitness for those holding lethal arms in sensitive security roles.
