Leh Apex Body seeks public input for fresh Ladakh proposal to Home Ministry

The Leh Apex Body (LAB), a group of socio-religious bodies in Ladakh, has called on locals to give their ideas for a new draft proposal to the Ministry of Home Affairs (MHA). LAB member Mustafa Haji said on Tuesday, December 9, 2025, that this fresh draft aims to address key issues in Ladakh. "The LAB seeks inputs and ideas from the general public for its fresh draft proposal. The LAB has already submitted several draft proposals to the Ministry of Home Affairs (MHA), including one on Sixth Schedule and Statehood. The thrust of the LAB is on transparency and inclusive participation, rather than just social media comments," he said in Leh.
This call comes after a civil society group from Zanskar, led by Tsering Tashi, wrote to the MHA opposing Statehood and two extra Lok Sabha seats for Ladakh. Meanwhile, the LAB has praised locals for sending over 50 affidavits to the judicial commission investigating the events of September 24 protests in Leh, when four civilians died in alleged firing by security forces.
“We hope the inquiry will be non-partisan and fair. Our people were killed and many injured. Nine locals are still behind the bars. We intend to submit more points regarding the deployments ahead of September 24 before the commission,” said Mr. Haji.
He added, "The LAB expected the inquiry commission to come up with details on who fired the bullets at the civilians. The incident has hurt the soul of Ladakh and our collective psyche."
The judicial commission, led by retired Justice B.S. Chauhan, was formed by the MHA in October to investigate the violence and deaths during the protests in Leh. The LAB's fresh consultations seek to ensure local voices shape future plans for Ladakh.
