The National Investigation Agency (NIA) has filed charges against 11 individuals over the theft of around 4,000 kg of explosives in Odisha's Rourkela district in May 2025. The accused are booked under the Unlawful Activities Prevention Act (UAPA), Bharatiya Nyaya Sanhita (BNSS), Arms Act, and Explosive Substances Act. The explosives were being moved from Itma Explosive Station to Banko stone quarry when 10-15 armed Maoists attacked the vehicle, kidnapped the driver, and seized about 200 explosive packets, each weighing 20 kg. "The vehicle, along with its driver, had been forcibly seized by 10-15 armed Maoists and was being taken to a stronghold of the terrorist organisation in the nearby jungle," the NIA said. The agency took over the investigation in June and found the explosives were looted to be used against government machinery, including police and security forces, through terror acts. The NIA added, "The loot was part of a conspiracy of CPI (Maoist) to disturb the nation's security and stability."
