Tamil Nadu Govt Completes Ground Truthing for Pallikararanai Ramsar Site Boundaries

On December 11, 2025, the Tamil Nadu government informed the Madras High Court that the 'ground truthing' process to define the boundaries of the Pallikararanai marshland Ramsar site in Chennai is complete. Advocate General P.S. Raman said the report has been sent to the Chengalpattu Collectorate for authentication. Once authenticated, it will be submitted to the Supreme Court in the third week of January. Tamil Nadu State Wetland Authority's senior counsel P. Wilson confirmed that only after this authentication can it be confirmed whether the land where Brigade Enterprises planned high-rise towers falls inside the protected zone. Senior counsel C. Manishankar, representing the real estate developer, argued that the land had a 'patta' (ownership record) since 1935 and cannot be classified as wetland. The Chief Justice’s Bench, led by Chief Justice Manindra Mohan Shrivastava and Justice G. Arul Murugan, decided to hear a public interest litigation against the high-rise towers only after the authenticated report is submitted to the Supreme Court.
