Ukraine Sends Revised Peace Plan to US, Raises Territorial Talks

Ukraine has presented a revised peace plan to the US, including some ideas about territorial concessions, German Chancellor Friedrich Merz said. Merz said Kyiv might willing to discuss giving up some land but stressed that the final decision "must be answered primarily by the Ukrainian president, and the Ukrainian people." He added, "We also made this clear to President Trump." European leaders including Merz, France's Emmanuel Macron, and UK Prime Minister Sir Keir Starmer have worked closely with Ukraine on this plan. However, Trump seems frustrated by the complex issue of sovereignty over territories Russia occupies. Kyiv’s European allies worry the US might push a solution that favors Russia. Merz warned, "It would be a mistake to force the Ukrainian president into a peace that his people will not accept after four years of suffering and death." Trump said the talks on Ukraine were "in pretty strong words" but has not decided whether to attend a meeting in Europe. Ukrainian President Volodymyr Zelensky remains open to talking directly with Trump, but the US president wants most issues settled beforehand. Russia demands Ukraine withdraw completely from certain eastern regions, but Zelensky said, "We have no legal right to [cede territory], under Ukrainian law, our constitution and international law," also stating, "And we don't have any moral right either." Zelensky plans more talks with allies soon. Meanwhile, Russia’s Foreign Minister Sergei Lavrov praised Trump’s efforts and said a recent Putin-US envoy meeting "eliminated" misunderstandings. He also rejected Ukraine's demand for foreign troops as security guarantees. European and Ukrainian leaders doubt Russia's promises because of past ceasefire breaches. Zelensky said he would hold elections if Western countries could guarantee Ukraine's security. Nato chief Mark Rutte warned, "We are Russia's next target," urging urgent measures to prevent a large-scale war like those in past generations.
