On December 11, 2025, Jammu and Kashmir Police booked the owner of Rose Cottage homestay in Srinagar's Humhama for hosting a Chinese national illegally. Police said the homestay did not file Form C, which is mandatory to register foreign guests. The owner also failed to register the homestay with the Tourism Department as required. The guest, Hu Congtai, 29, arrived on December 1 and was arrested on December 10 for breaking Foreigners Regional Registration Office rules. He was sent back to Delhi. Police reminded all hotel and homestay owners to submit Form C on time and follow legal rules carefully.
