UK to Review Electric Vehicle Targets in 2025, Keeps 2035 Petrol and Diesel Ban

The UK government will review electric vehicle (EV) sales targets a lot sooner—in 2025 instead of 2027. This move comes as ministers promise to listen to worries from the car industry. Despite pressure from the EU to ease rules, the UK is firm about banning new petrol and diesel cars starting in 2035.
Earlier this year, the UK said it might soften its zero-emission vehicle (ZEV) mandate after carmakers said the rules were too tough. Carmakers could earn “credits” by selling hybrid cars, which mix small batteries with petrol engines, helping them avoid fines while still moving toward electric vehicles.
Industry Minister Chris McDonald told the Financial Times, "The ZEV mandate review starts next year … and of course we’d want to complete that review as quickly as we can." He added, "We’ve got to be responsible to the industry, and we’ve also got to be responsive to where the market is as well."
McDonald made these comments during a visit to Nissan’s huge factory in Sunderland. Nissan has just started making its new, third-generation Leaf electric car there. The Leaf was the first mass-market EV made in the UK and remains key to the nation’s shift away from petrol cars. Over 280,000 Leafs have been produced at this plant.
Electric car sales in the UK have been growing fast, with EVs making up more than 20% of all new car sales in July. However, some carmakers expected even higher demand and have cut prices to boost sales.
Meanwhile, the EU recently changed its rules. Instead of requiring all cars to be zero-emission by 2035, the EU now allows 90% to be zero-emission, with 10% allowed to be plug-in hybrids or even petrol cars. Carmakers must balance this by using greener materials like green steel or biofuels in their factories.
In short, while the EU eases its rules, the UK sticks to its 2035 petrol and diesel car ban but will review EV targets early to balance industry and market needs.
