Kerala's draft electoral roll published on December 23, 2025, by the Election Commission of India lists 2.54 crore voters. But over 24 lakh voters have been excluded in the Special Intensive Revision (SIR). The election panel released an Absent, Shifted, Dead (ASD) list with 24,08,503 names. It includes 6,45,548 'untraceable/absent' voters, 8,16,221 'permanently shifted,' 1,60,830 in 'others' (those refusing enumeration forms), 6,49,885 dead voters, and 1,36,029 duplicate names. This group makes up about 8.65% of the total electors. Kerala Chief Electoral Officer Rathan U. Kelkar urged voters on Tuesday to check the draft roll and apply to add their names if missing. "Individuals can file Form 6 along with a declaration; overseas electors should use Form 6A," he said. The draft includes 1,30,58,731 female voters, 1,23,83,341 male voters, and 280 transgender voters. Malappuram district has the highest voter count at 32,38,452. Thiruvananthapuram leads in transgender voters (57), followed by Malappuram (42) and Kozhikode (41). The electoral roll as of October 27, 2025, had 2.78 crore voters. This draft shows a reduction of about 31.63 lakh voters from the state’s election commission roll. At the same time, the local body election roll for 2025 had 2.86 crore voters. The Kerala government has opposed this draft, worried about excluding nearly 25 lakh voters, and sought more time for form submissions. The claims and objections phase is open till January 22, 2026, with hearings and verifications until February 14. The final roll will be published on February 21. Voters excluded after hearings can appeal first to the District Election Officer within 15 days, then to the Chief Electoral Officer within 30 days. Booth-level officers will deliver notices and receive acknowledgments as proof. This revision aims to include all eligible voters and remove ineligible ones. "We request all voters to check whether their names are in the draft roll," said Mr. Kelkar.
