DGCA Panel Submits Report on IndiGo’s Flight Chaos Caused by Pilot Rest Norms

A four-member DGCA panel has submitted its report on the massive IndiGo flight disruptions that shook the aviation sector earlier this month. The committee, led by DGCA Joint Director General Sanjay K Bramhane, was set up on December 5 to investigate the chaos. The report was given to the aviation regulator on the evening of December 26.
Copies were also shared with Civil Aviation Minister K. Rammohan Naidu and Civil Aviation Secretary Samir Kumar Sinha. The report’s details are not yet public. The panel included Deputy Director General Amit Gupta, Senior Flight Operations Inspector Captain Kapil Manglik, and Flight Operations Inspector Captain Rampal.
On December 5, DGCA had ordered the inquiry after IndiGo canceled over 1,600 flights in one day. The regulator said poor planning in applying the revised pilot rest rules was a main cause. DGCA also told IndiGo to cut its winter flight schedule by 10% and issued show-cause notices to CEO Pieter Elbers and COO Isidre Porqueras.
The DGCA order noted early signs of weak internal oversight, poor operational readiness, and bad compliance planning at IndiGo, calling for this independent probe.
Despite repeated DGCA warnings to prepare for new Flight Duty Time Limitations (FDTL) rules, IndiGo failed to forecast crew needs correctly, train staff on time, or fix rosters. This led to delays and cancellations from late November 2025.
In a review meeting, IndiGo admitted it underestimated crew needs under the revised norms and had major gaps in Phase-II of the FDTL rules. These rules started fully on November 1, after the first phase on July 1.
DGCA said this mismanagement caused large-scale disruption with about 170-200 flight cancellations daily, hitting passengers hard and damaging network reliability. IndiGo had the highest cancellations compared to other airlines in November 2025.
The probe’s findings will guide actions against IndiGo and efforts to prevent such chaos in the future.
