Goa Nightclub Fire: Illegal Salt Pan Structure and Licence Lapses Blamed for 25 Deaths

The Goa nightclub where 25 people died in a fire on December 6 was built illegally on a salt pan and operated without a valid trade licence. A government inquiry report released on December 31, 2025, revealed serious lapses and collusion by officials. The 'Birch by Romeo Lane' club in Arpora village stood in the middle of a salt pan, violating land and coastal laws.
The club ran without licence renewal after March 31, 2024, but no action was taken to stop it. Village officials admitted they knew the licence was not renewed but still allowed operations and did not inform other departments. The inquiry noted forged documents and procedural violations in granting the 2023 licence quickly.
Police reported that fireworks caused the fire due to poor safety and no emergency exits in the club. Complaints about noise and parking were ignored repeatedly. The club’s police clearance documents were forged.
The case is under multiple criminal charges including culpable homicide and criminal conspiracy. Eight people, including owners Saurabh and Gaurav Luthra, have been arrested. The Luthra brothers had fled to Thailand but returned to India on December 17. Five Goa government officials have been suspended.
