Jammu Bars Courier Companies from Transporting Narcotic Drugs Without Permit

Jammu District Magistrate Rakesh Minhas issued a strict order on January 3, 2026, banning courier companies and parcel services from transporting narcotic drugs, psychotropic substances, or other contraband without valid permits. The order, under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and the NDPS Act, demands all courier operators must only accept consignments if they hold proper transport permits under NDPS Rules and the Drugs and Cosmetic Act 1940.
"All courier companies/parcel services shall strictly verify the identity and credentials of consignors and consignees, including valid government-issued identity proof, maintain complete records of consignments," the order states. Companies must also ensure police verification of all employees like delivery staff, loaders, clerks, and franchise workers, maintaining an updated register of verified employees.
Staff will receive training to spot suspicious consignments and must report them immediately to police. The order warns: "Any courier company/agency found violating this order shall be held personally and legally responsible. Owners, managing directors, directors, agents, and all employees involved may be prosecuted under relevant Sections of the NDPS Act, BNSS, and other applicable laws." Penalties include seizure of consignments, cancellation of licenses, fines, and criminal action.
Senior Superintendent of Police has been tasked with strict enforcement, inspections, and legal action against defaulters. The order is effective immediately and will last for eight weeks unless extended or withdrawn.
The District Magistrate added, "As the notice cannot be served individually on all concerned, this order is hereby passed ex parte." Violations will attract sections dealing with disobedience of orders under the Bharatiya Nyaya Sanhita.
