Saudi Arabia Sets Higher Saudization Targets, Introduces Minimum Wage for Engineers

Saudi Arabia is increasing efforts to hire more Saudi citizens in key jobs. The Ministry of Human Resources and Social Development announced two big decisions to raise Saudization targets and set minimum wages.
Saudization, or “Nitaqat,” aims to employ more Saudis and reduce dependence on foreign workers. It sets hiring quotas for businesses based on job types.
The first decision raises Saudization in engineering jobs to 30%. It affects companies with five or more workers in 46 specialized engineering roles, like architects and power engineers. Saudi engineers must have Saudi Council of Engineers accreditation.
A new minimum wage of SAR 8,000 applies to all Saudi engineers in private and non-profit sectors. This rule starts on December 31, 2025, with six months for companies to adjust.
The second decision sets a 70% Saudization target in procurement jobs for private firms with at least three employees in 12 key positions, including procurement and contracts managers.
This rule takes effect on November 30, 2025, with a six-month grace period for compliance.
The ministry published a detailed guide online on how to comply, covering job lists, calculation methods, and procedures. Companies that miss the targets may face penalties.
These steps aim to create more jobs for Saudis, improve workplace skills, and boost local participation in vital sectors.
