Woman Shot Dead by ICE Agents in Minneapolis Amid Protests; Self-Defense Claim Challenged
January 8, 2026
A woman was shot dead on Wednesday in south Minneapolis during a confrontation with federal immigration agents from ICE. A witness, Emily Heller, who lives near 33rd Street and Portland Avenue, said she woke up to shouting outside her home and saw a tense scene on the road. According to Heller, a car blocking traffic was part of a protest against federal law enforcement. She said ICE agents shouted at the woman driver to "get out of here." Heller described how the woman was trying to turn her car around to leave when an ICE agent stepped right in front of the vehicle and fired multiple shots at her face. "She was trying to turn around, and the ICE agent was in front of her car, and he pulled out a gun and put it right in — like, his midriff was on her bumper — and he reached across the hood of the car and shot her in the face like three, four times," Heller told MPR News. The car then sped off and crashed into a utility pole and parked vehicles. The driver was seen slumped over the wheel, with blood visible inside the car in videos posted on social media. However, federal authorities gave a different account. ICE said the agent fired after "fearing for his life" during a "violent" clash with the woman, who they claim tried to run over officers with her vehicle. In an official statement, ICE said, "An ICE officer, fearing for his life, the lives of his fellow law enforcement and the safety of the public, fired defensive shots." The woman was killed, and injured officers are expected to recover. The shooting follows the Department of Homeland Security's announcement of its largest-ever operation in Minnesota, deploying 2,000 officers to the Twin Cities for a massive immigration crackdown. Social media users have claimed the woman was a legal observer. Viral videos show a doctor being stopped at gunpoint from giving medical aid before emergency workers arrived. City officials are expected to comment on the incident later on Wednesday.
