Congress Demands Probe Into 'Rampant Corruption' in PMKVY After CAG Report Reveals Fake Data

On January 12, 2026, Congress demanded a thorough investigation into corruption in the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). Congress leader Kannan Gopinathan cited a CAG report exposing “rampant corruption” in enrolment and placements. He said, “There should be a thorough investigation into this matter. Therefore, we want the government to set up an inquiry and bring out the truth.” He added, “This is not just a betrayal of taxpayers in the country, but also of the youth.” The report covered PMKVY’s performance from 2015 to 2022, revealing many irregularities. Gopinathan said the Modi government renamed the National Skill Development Mission as PMKVY and spent ₹10,000 crore in seven years. The CAG report found 94.53% of beneficiary bank accounts were fake, 96% had fake mobile numbers, and 97% had fraudulent assessor details. Data on 61 lakh trainers was also incomplete. Gopinathan noted one crore people had the same email and mobile numbers after training. An audit in Kerala showed no real placements occurred. The CAG examined PMKVY 2.0 and 3.0 and found data manipulation, financial mismanagement, weak oversight, and eligibility violations. Of 60,68,523 candidates for jobs needing education beyond class 9, 11.17% had missing education data and 13.33% did not meet the basic requirements. Among 1,23,533 candidates certified for roles needing prior technical skills, 85.40% had only basic literacy or general education. These findings have fueled Congress’s call for urgent inquiry.
