Kuwait Municipality announced it will strictly enforce Interior Ministry rules on billboard lighting to boost safety on highways and public spaces. The focus is on electronic ads that are too bright or violate standards. Director General Eng. Manal Al-Asfour said the Interior Ministry has clear rules on lighting power and brightness. Ads must not exceed 0.3 candles per foot compared to surrounding light to avoid glare and distractions. This rule is now mandatory for companies wanting to join advertising tenders in all six governorates and on major highways. Bidders must show devices measuring brightness at initial meetings to prove they follow the rules before approval. Al-Asfour said the rules protect public safety and reduce disturbances for residents. Rooftop ads must be safe and not cause problems, while facade ads must be self-lit, securely fixed, and fit building sizes. In industrial, craft, and some residential areas, shop signs can project only if they do not block views and leave a two-meter walkway free. Billboards must be from municipality-approved companies and avoid dazzling lights, illegal or confusing content, or designs like traffic signs. The Ministry of Health will license electronic ad content. Ads from ministries or public bodies are limited to educational messages. These steps are part of Kuwait Municipality’s wider plan to enforce advertising laws and keep public safety and order.
