UP Suspends Bareilly City Magistrate Alankar Agnihotri Over Resignation Protesting New UGC Rules

The Uttar Pradesh government suspended Bareilly City Magistrate Alankar Agnihotri on charges of indiscipline after he resigned in protest against government policies. Agnihotri, a 2019-batch officer, resigned on Republic Day, taking strong issue with the new University Grants Commission (UGC) rules. He called these regulations a "black law" and said they harm the academic environment by risking caste-based tensions.
His resignation letter was sent by email to Uttar Pradesh Governor Anandiben Patel and Bareilly District Magistrate Avinash Singh. Following this, the state government issued an order on January 26, 2026, suspending him and attaching him to the office of Shamli District Magistrate. The order said he was found prima facie guilty of indiscipline and that disciplinary proceedings have started.
Bareilly Divisional Commissioner B.S. Chaudhary will lead the inquiry. Agnihotri will stay attached to Shamli DM office while the probe continues.
The new UGC regulations, introduced on January 13, 2026, aim to stop caste-based discrimination in higher education. They require special committees and helplines to address complaints from SC, ST, and OBC students.
In his resignation, Agnihotri seriously criticized the system and the Centre, mentioning issues like the alleged insult of the Brahmin community and problems at the Prayagraj Magh Mela. He urged Brahmin elected officials to resign and stand with their community, warning that the general category is distancing itself from both central and state governments.
