China Executes 11 Myanmar Scam Mafia Members in Anti-Fraud Crackdown
January 29, 2026
China has executed 11 members of the Ming family mafia. They ran scam centres in Myanmar near China's north-eastern border. The court in Zhejiang province sentenced them in September for crimes including homicide, illegal detention, fraud, and running gambling dens. The Ming family turned Laukkaing, a poor town, into a hub of casinos and scams.
Their scam empire fell in 2023 after ethnic militias took control of Laukkaing and handed the criminals to China. China’s moves aim to stop scammers. But the scam business has shifted to Myanmar’s border with Thailand, Cambodia, and Laos where China has less control.
According to the UN, hundreds of thousands have been trafficked in Southeast Asia to work in these scams. Many scammers and victims are Chinese. Beijing supported an ethnic insurgent group's offensive in Shan State in late 2023, frustrated with Myanmar’s military ignoring the scam business, which likely benefited the military.
The 11 executed Mings are the first Myanmar scam bosses China has put to death. Other mafia family members, such as the Bai family, also face death sentences. Trials for others are ongoing. Over 160 people attended the Ming family sentencing, including victims' families.
Between 2015 and 2023, the Ming family earned over 10 billion yuan ($1.4 billion) from scams. Their crimes caused 14 Chinese deaths and many injuries. Over 20 more Mings received prison terms from 5 years to life.
Ming Xuechang, the family leader, died by suicide in 2023 while avoiding arrest. State media aired confessions to show China’s fight against scam networks. The Ming family started with gambling and prostitution but moved on to violent, forced online scams. Workers suffered beatings and torture inside their compounds.
These powerful mafia families rose after Myanmar's military ousted a warlord in Laukkaing. Ming Xuechang ran the notorious scam centre called Crouching Tiger Villa. China’s fierce actions send a strong message against online fraud and cross-border crime.
