Kerala's ₹2 Trillion Budget Focuses on Urban Growth, Elder Care, Tech Boost, and Welfare

Kerala Finance Minister K.N. Balagopal has presented a balanced and practical Budget that crosses ₹2 trillion for the first time. The Budget focuses on welfare and development while keeping fiscal discipline. Kerala's urban population is set to reach 80% by 2051. To handle this, the state will create a new, inclusive urban policy. Big projects like the Regional Rapid Transit System (RRTS), widening of MC Road, and inland water transport expansion aim to improve transport and access. The 'Thanteyidam' Housing Project and Kerala Solid Waste Management Project support smooth, sustainable urban growth.
Kerala faces an aging population challenge, with nearly 20% over 60 years now and projected to reach 23% by 2036, says an RBI report. The Budget includes plans for the 'Care Economy' and 'Silver Economy.' It offers support to set up retirement homes and Co-Op Care geriatric centres. A local volunteer force will assist the elderly, ensuring they are not left behind.
On technology, the Budget proposes the 'Rare Earth Corridor,' SEMICON Kerala, and the Emerging Technologies Mission to boost the IT sector. The Malayalam Language Model Challenge will develop a Large Language Model in Malayalam, making tech accessible for all. The 'Mission 1,00,000' targets upgrading 100,000 nano and micro enterprises. The Entrepreneur Support Scheme and Special Package for MSMEs will keep Kerala top in Ease of Doing Business rankings.
Despite big development spending, welfare remains a priority. Anganwadi workers and Accredited Social Health Activists get raised wages. Autorickshaw workers receive support, and the Medisep 2.0 medical insurance scheme is enhanced. All these come without heavy pressure on the state’s fiscal deficit.
