Kerala Government Bars NPR Amid Census Preparations, Confirms Suspension Since 2019

Kerala's government has officially stated that the National Population Register (NPR) will not be carried out in the state. The General Administration (Protocol) department issued a gazette on Thursday confirming that NPR updates have been suspended since December 20, 2019. This order comes as the country prepares for the 2026 Census. The Chief Minister's Office (CMO) said the notification was released to clear confusion after rumors suggested NPR might be included with the Census. The CMO reminded that the Kerala government halted all NPR work back in 2019 when the Centre planned to link NPR with the Census. The nationwide Census process was also paused due to the COVID-19 pandemic. With possible Census work resuming next year, fears emerged that NPR activities might restart. The Union Budget 2026-27 even set aside funds for NPR and Census, sparking new talk. However, the Left Democratic Front (LDF) government has firmly stood against NPR since its beginning. Kerala was notably the first state to oppose the Citizenship (Amendment) Act (CAA) in its Legislative Assembly. It also challenged the legality of the CAA in the Supreme Court. This latest notification clearly states that NPR under any form is not happening in Kerala.
