Singapore Woman Fined Rs 2.26 Lakh for Repeat Pigeon Feeding Violations

A 71-year-old Indian-origin woman in Singapore, Sanmugamnathan Shamla, has been fined S$3,200 (Rs 2.26 lakh) after repeatedly feeding pigeons near her home. She admitted to four charges under the Singapore Wildlife Act. The court also considered five other offences. Shamla fed pigeons around her Toa Payoh housing block over six months. She was fined before in May 2025 – S$1,200 – for feeding wild birds and disrupting a pigeon-trapping operation.
Despite that, she kept feeding pigeons between July 2025 and January 2026. The incidents happened at Block 62B Lorong 4, Toa Payoh, sometimes late at night, attracting large flocks.
In court, Shamla asked to see evidence. Four video clips showed her standing among many pigeons and throwing food on the ground. Another video showed birds following her as she walked away.
An NParks prosecutor said, “The case clearly presents a pattern of recalcitrant behaviour.” He called Shamla “a repeat offender” with “persistent disregard for the law”. Shamla had earlier promised not to feed pigeons again and told her MP she was “deeply remorseful”. But “just three days after this, she was caught committing the same offence,” said the prosecutor, calling it “a calculated willingness” to break the law.
Shamla appeared without a lawyer. She said she was unemployed and had no insurance. She asked for a reduced fine between S$1,000 and S$2,000 and said, “I will make up the balance … by community service.” After hearing the fine, she said she would pay it the same day.
Under the Wildlife Act, repeat offenders who feed wildlife without approval can be fined up to S$10,000 per charge.
