Beijing has strongly rejected Norway's latest security report that labels China as a threat. The Chinese embassy in Norway called the report “sheer speculation and imagination” and said it was full of clichés. They said the report’s China-related claims were “gravely inconsistent with facts” and would harm China-Norway relations. Norway’s intelligence agencies released the report warning of strained global security in 2024. The Norwegian Intelligence Service said China and Russia aim to divide the world into spheres of influence and push a multipolar system. They see fractures in Western alliances, like tensions over Greenland, as chances to extend their influence. The report states China works with Russia to counter NATO and the EU and reduce the global power of the US. China is described as seeking to appear stable and reliable to replace the US in global leadership. It also notes China’s role in key supply chains gives it power to weaken European unity on China issues. In response, China’s embassy said it never sought any spheres of influence or targeted Norway. They accused some Norwegian agencies of a “misguided approach” that harms cooperation by spreading disinformation and provoking conflict under the name of security. The embassy urged Norway to stop spreading false information and to support positive China-Norway relations. A separate Norwegian Police Security Service report said intelligence threats from China this year would likely be “substantial.” It warned China might spy on Norway’s digital networks and threaten critics of the Chinese Communist Party. Several Western countries, including the US, have raised concerns over China-linked hacking and espionage. Recently, French prosecutors charged four people, including two Chinese nationals, with stealing military secrets for Beijing. China denies these accusations, calling them a smear campaign.
