Hong Kong Plans Limit of 2 Dogs Per Diner in Restaurants Under New Pet Rules

The Hong Kong government is thinking about allowing a maximum of two dogs per diner in restaurants that follow a new pet-friendly policy. They might give licenses first only to bigger restaurants.
This is a change from earlier statements. Secretary for the Environment and Ecology Tse Chin-wan said the government changed its mind after hearing many opinions. "We previously did not focus on this matter, but we received a lot of feedback saying that one principle is that diners must control their dogs … If a dog bites someone, it is definitely the owner’s responsibility," Tse told a radio show.
He added, "If a diner brings too many dogs, we also feel it may not be easy to control. I expect that two is the maximum. We will determine the exact number after consulting experts."
Tse also said that the license might be given only to larger restaurants in the first phase. "We’ve heard many opinions suggesting that very small restaurants might not be suitable if it results in everyone being crammed together when dogs are present," he explained.
The government will talk with restaurant owners and experts to decide a fair size limit that suits everyone. This new approach aims to keep pets, diners, and restaurant spaces safe and comfortable.
