The Union Home Ministry has ordered that all six stanzas of the National Song Vande Mataram must be sung first whenever it is played together with the National Anthem Jan Gana Man. The order, dated January 28, states the six stanzas, lasting 3 minutes and 10 seconds, will be sung at official events such as the arrival of the President, flag hoisting, and speeches by Governors. "When the National Song and the National Anthem are sung or played, National Song will be sung or played first," the ministry said. During assemblies where the National Song is played, everyone should stand at attention. But if it plays as part of a film or newsreel, standing is not required to avoid disruption and confusion. The order says schools should start their day with the National Song. The government is celebrating the 150th anniversary of Vande Mataram. The official version of the National Song must be sung with mass participation during flag unfurling, cultural and ceremonial events (except parades), and the President's arrival at public or government functions. The ministry instructed there should be public audio systems so groups can sing along, and printed lyrics may be given to participants. The song may also be sung on other important occasions with or without music, especially if ministers are present, as long as respect and decorum are maintained. The ministry recognizes it can't list every occasion but approves the song's mass singing as a patriotic salute. Schools are urged to include National Song, National Anthem, and flag respect in their daily programs to build patriotism among students.
