PM Modi Calls For New Indian Foreign Policy Amid Changing Global Order

Prime Minister Narendra Modi addressed the Rajya Sabha on February 13, 2026, officially recognizing the emergence of a new global order. He highlighted the challenge for India to redefine its national identity and international approach.
Modi pointed out that India's role as a leader of the Global South in the United Nations has long been based on 'strategic autonomy'. However, this position has been challenged by the rise of China and the changing dynamics in global institutions.
China now leads four main UN agencies and surpasses Western aid volumes. The United States has withdrawn from 31 UN bodies and weakened institutions like the WTO by rejecting its dispute system since 2019.
India faces a world where countries compete more on power than on shared rules. Modi noted the US and China are rivals for technology dominance rather than aiming for UN votes.
The concept of 'strategic autonomy' has evolved. Once tied to the Non-Aligned Movement during the Cold War, it became less clear after 1991. India now balances relations by joining partnerships like the Quad and maintaining ties with Russia for military technology.
Trade relations show new strains. Under the India-US Framework Agreement, India agreed to double industrial imports, while US tariffs on Indian goods remain high. Modi questioned how India can grow amid such unilateral actions and changing global trade.
Looking ahead, Modi suggested India should use its young population and tech talent to become a 'cyber superpower'. He advised strengthening economic ties with the US, Russia, and China, and pushing forward free trade agreements with Asia and Africa.
Modi also proposed rethinking relations with Pakistan through economic cooperation, including water-sharing and trade, to build peace incentives.
As BRICS chair, India can lead by repositioning the group as an economic community and promote smoother cross-border trade with digital currency links.
Modi's speech signals a strong move to update India's foreign policy from old strategies to a bold vision called 'Viksit Bharat 2047'.
