The White House said this method was needed to remove undocumented criminals whose home countries refused to take them back. However, immigration groups have challenged this practice in court. They said many law-abiding migrants were at risk of being sent to strange countries. These migrants had little chance to fight their deportation. The report also noted that the payments were made in lump sums to foreign governments. But there was no system to track how this money was spent.
