US and China, two AI superpowers locked in intense rivalry, could work together on artificial intelligence, say researchers. A study published in the Journal of Comparative Policy Analysis reveals "policy convergence" at the local level in both countries. This challenges the usual view that US and China AI policies are completely opposite. The study involved experts from Polytechnic University, Chinese University of Hong Kong, Hang Seng University of Hong Kong, and National University of Singapore. They point out that despite fierce competition over AI innovation, economic power, and security, cooperation remains possible. "Despite fierce competition between the two AI superpowers, policy convergence keeps open the possibility of future cooperation and negotiation, particularly on issues of global significance, such as AI governance and safety and security management," the paper states. The researchers suggest that working together could focus on global AI governance and safety measures, as well as promote local collaborations. This view challenges the "strictly binary" perspective that sees US and China policies as completely conflicting. AI competition influences economy, military strength, and global influence. But this new angle of policy convergence could pave the way for dialogue and teamwork in critical areas.
