Hong Kong to Fully Review Bus Seat Belt Rules with Public Consultation

Hong Kong's Transport Chief Mable Chan said the government will carry out a fresh, detailed review of bus seat belt rules before reintroducing them. "We will conduct a fresh and comprehensive review and widely consult the community before drawing up an optimised proposal," Chan said. Experts will be hired to analyze risks for various bus layouts and routes. Authorities will also increase efforts to educate passengers about their responsibilities. The government plans to re-examine policy details like exemptions, penalties, and implementation to balance law, reason, and empathy. The original law faced criticism and included fines up to HK$5,000 and possible prison time. Chan admitted the law had "deficiencies" and did not fully reflect its goal that all passengers on public and private buses with seat belts must wear them. She promised a public consultation and said the government will avoid rushing the legislation without good technical and public support. "We must listen carefully to different views and examine the issue seriously so that any arrangement is practical, balanced and enforceable," Chan said. Officials will work with the Transport Department, road safety groups, and bus companies to create a workable system that focuses on safety rather than just punishment. No timetable was given, but public opinion and technical study will guide the final law proposal.
