Karnataka HC Orders Bengaluru PG Inspections for 2024 Guidelines Compliance

The High Court of Karnataka has asked the Greater Bengaluru Authority to inspect Paying Guest (PG) accommodations linked to the PG Accommodation Welfare Association, Bengaluru. This follows claims by PG owners that they have followed the 10-point guidelines for PGs issued in 2024. Justice Suraj Govindaraj gave an interim order after hearing petitions from the association and some individual PG owners challenging show cause notices issued by the civic body in March 2025.
On February 12, the petitioners’ advocate told the court that members had implemented the 2024 guidelines. The court then directed the jurisdictional medical officer and the additional director of town planning to inspect each PG accommodation of the petitioners and association members. The aim is to check if they comply with the guidelines.
The inspections must start by February 18 and finish within two weeks. Officials must verify if PG buildings were built as per the approved plans. If no approved plan exists, they must check if the construction follows applicable building laws and if the premises are allowed under local zoning rules.
The court allowed petitioners and association members to participate or send representatives during inspections. However, if they do not cooperate, they will lose rights to fair consideration. The next hearing is set for March 16.
The 10-point guidelines require CCTV cameras, at least 70 sq. ft per occupant, clean washrooms, safe drinking water, an FSSAI license if there is a kitchen, fire safety clearance, security guards with background checks, waste segregation, first aid, and emergency contact numbers displayed.
