Hong Kong Court Orders Liquidation of Christian Zheng Sheng Association After Fraud Scandal
February 17, 2026
The Christian Zheng Sheng Association will be liquidated by court order in Hong Kong. The group failed to repay HK$61 million to a public fund following a 2024 fraud scandal. This decision came after the charity ignored multiple repayment requests. The association once ran the Christian Zheng Sheng College on Lantau Island. The college helped teens battling drug addiction and probation. It closed in July 2024 after police arrested four of its directors and froze its assets. The arrests came amid allegations of HK$50 million stolen from charitable donations. Three other directors, including principal Alman Chan Siu-cheuk, founder Lam Hay-sing, and Chan Yau-chi, fled Hong Kong. The association replaced all its directors after police action. This violated a 2017 funding agreement that required the leadership to stay the same since receiving a renovation grant from the Beat Drugs Fund Association. The government demanded the charity repay HK$59.25 million, which grew to HK$61.4 million with interest. The charity failed to meet this demand, leading to the court’s liquidation order.
