Niti Aayog Plans Modern CPSEs With Tech and Flexibility to Boost Growth

Niti Aayog, working closely with the finance ministry, is preparing a roadmap to strengthen Central Public Sector Enterprises (CPSEs). Officials told ET that the plan will enhance CPSEs' financial strength, technology use, corporate governance, and talent management. The details will be shared soon.
The goal is to build a vibrant CPSE ecosystem that supports the government's vision to accelerate India's growth and strategic presence worldwide. These specially named "champion CPSEs" will get greater freedom in investments and hiring, especially tapping private sector talent.
Officials said these champion CPSEs will leverage fourth industrial revolution technologies, such as Artificial Intelligence (AI), Internet of Things (IoT), Digital Twins, and 3D printing. "They will essentially be modern CPSEs for a developed India in every sense," one official stated.
This initiative, led by Niti Aayog member Rajiv Gauba, is part of broader government efforts to make CPSEs future-ready. Gauba recently held a meeting to push this idea forward. He noted, "Just like the recent budget announcement on creating MSME champions through targeted government interventions, this is being planned for CPSEs."
Last year, ET reported that the Department of Public Enterprises had shortlisted about a dozen CPSEs, including Indian Rare Earths, Bharat Electronics, Mazagon Dock Shipbuilders, Nuclear Power Corporation of India, REC, and Central Warehousing Corporation, for reforms.
As of March 2025, India had 475 CPSEs, with 291 operational, according to the latest public enterprises survey.
