Saudi Arabia Proposes SR2,600 Fine for Illegal Passenger Transport without Licence

Saudi Arabia is cracking down on unlicensed passenger transport. The Transport General Authority has proposed a SR2,600 fine for anyone operating a private vehicle without a licence, including those offering airport fares. This proposal is part of stronger enforcement under the Land Transport Law, aiming to stop illegal taxi and passenger transport activities.
The new rules will tighten penalties on individuals who prepare or actually transport passengers without required licences. The Committee for Reviewing Grievances and Violations will handle fines over SR10,000 and other severe breaches. Penalties could include suspension of licences or vehicles for up to one year.
For non-Saudi drivers, repeat offences may lead to deportation and public naming in local media at the offender’s cost. The draft amendment strengthens the authority’s power to impose fines and penalties, improving control over illegal transport, especially at airports and in public taxi operations.
If accepted, the amendments will bring clearer rules and harsher punishments to discourage unauthorized passenger transport in Saudi Arabia.
