IMF Mission Arrives in Pakistan to Review $8.1 Billion Financial Assistance and Budget Plans

ISLAMABAD: An IMF team headed by Iva Petrova will visit Pakistan from February 26 to March 11 to review the $7 billion Extended Fund Facility (EFF) and $1.1 billion Resilience and Sustainability Facility (RSF), officials said. The review will cover Pakistan's economic performance through December 2025, focusing on revenue, budget proposals, and provincial finances for the upcoming fiscal year 2026-27. While most performance targets have been met, there is a revenue shortfall. Authorities expect improvement after a recent Federal Constitutional Court ruling favoring the government on a super tax. The power sector will also come under close watch given recent policy changes and concerns in the industrial and residential areas. Circular debt remains within limits. Pakistan has met nearly all quantitative performance criteria for the review period but lags behind on some indicative targets and structural reforms, which may impact future progress. A successful review will unlock around $1 billion in EFF funds and $200 million under RSF by April. Research firm Topline expects Pakistan to meet nearly all key financial criteria except for one related to cash transfers, which was a technical shortfall linked to administrative costs. Topline noted net international reserves may stay below set targets, with $6.7 billion expected for September and under $6 billion for December 2025. The State Bank of Pakistan's net domestic assets are also within limits. Foreign currency swaps stand close to ceiling limits. Primary fiscal surplus is projected well above targets. The government guarantees, tax return targets, and cash transfer floor are likely to be met. However, the Federal Board of Revenue missed its tax collection target by Rs336 billion, though some shortfall might be recovered via the super tax ruling. The IMF mission will finalize performance review and future plans during the visit, which will shape Pakistan’s economic roadmap and financing.
