Ukraine-Russia Geneva Talks End Without Progress, Zelensky Blames Russia for Delays
February 19, 2026
Two days of peace talks in Geneva between Ukraine and Russia ended on Wednesday without any breakthrough. Ukrainian President Volodymyr Zelensky accused Russia of stalling the US-mediated effort to end the four-year war. The talks were held in a Swiss hotel and led by US envoy Steve Witkoff and Jared Kushner, President Donald Trump’s son-in-law.
Zelensky called the first day "difficult" and said, "We can state that Russia is trying to drag out negotiations that could already have reached the final stage." Shortly after his statement, the delegations paused the talks with no fixed date to resume.
Russia’s chief negotiator, former culture minister Vladimir Medinsky, called the talks "difficult, but business-like." After formal talks ended, Medinsky held nearly two hours of further discussions with Ukrainian officials.
Key issues included control over parts of eastern Ukraine and the fate of the Russian-controlled Zaporizhzhia Nuclear Power Plant. Russia wants Ukraine to give up about 20 percent of the eastern Donetsk region that it has not yet captured, a demand Ukraine rejects. Kyiv insists the nuclear plant be operated by Ukraine and the US, which Russia opposes.
The talks come on the fourth anniversary of Russia’s full-scale invasion of Ukraine, a conflict that has caused massive casualties and displacement. US President Donald Trump has pressured Ukraine to make concessions quickly. He stated recently, "Ukraine better come to the table fast. That’s all I’m telling you."
Zelensky criticized Trump’s public calls for Ukraine to offer concessions, calling it "not fair." He also said any peace plan requiring Ukraine to cede territory not held by Russia would be rejected by a referendum. "I hope it is just his tactics and not the decision," Zelensky added.
Previous US-led talks in Abu Dhabi showed no breakthroughs. Zelensky and Ukrainian negotiator Rustem Umerov have thanked the US for its mediation efforts. Kyiv seeks strong US-backed security guarantees to prevent future attacks. On Wednesday, US military officials joined the ongoing negotiations to work on these guarantees.
