The Odisha Government is all set to turn the heat up on left-wing extremism with a spiced-up Maoist surrender and rehabilitation policy. Announced by the Home Department on November 27, 2025, this fresh scheme promises bigger financial support and juicy rewards to encourage Naxalites to quit their fight and join normal life. "The objective of the surrender and rehabilitation policy is to contain and eradicate left wing extremism in the State by weaning away the hardcore LWE cadres. The policy also aims at ensuring that Naxalites, who surrender, do not revert to extremism by providing them with gainful employment and entrepreneurial opportunities," said the Odisha Home Department notification. Now, surrendered cadres are split into two groups: Category A includes big bosses like Central committee secretaries, politburo members, and state-level leaders; Category B includes the lower rung like area committee members and divisional commanders. The financial help for Category A cadre has jumped from ₹2.5 lakh to a whopping ₹5 lakh! For Category B, it’s ₹2.5 lakh. The real eye-opener? Surrendered weapons in working condition will earn hefty rewards. Got a light machine gun or an AK-47? Brace yourself for ₹4.95 lakh or ₹3.3 lakh respectively, up from barely ₹10,000 earlier! Lesser guns like SLR/Insas and .303 rifles also get a sweet boost. Plus, Naxalites carrying a bounty of ₹5 lakh or more get an extra ₹10 lakh fixed deposit, managed by the local police. The interest from this deposit heads straight to the surrendered individual, and after three years, the principal amount might be handed over, but only if their behavior checks out according to the Surrender and Rehabilitation Committee. This policy refresh comes as top Maoist leaders fall in encounters and police push their campaign fiercely. Odisha is thus turning its strategy into a vibrant mix of carrot and stick, hoping to finally break the violent chains of extremism once and for all.
