J&K Allows 24x7 Business Operations With New Labour Laws

The Jammu and Kashmir government has started new rules allowing businesses to run 24 hours a day across the Union Territory. Deputy Chief Minister Surinder Choudhary announced this on November 30, 2025, during a conference on workers called ‘Empowered Labour Force: Transforming Challenges into Opportunities’ held in Jammu.
Mr. Choudhary said the government is focused on workers’ dignity, safety, and job security while keeping business practices honest. He revealed key decisions including permission for round-the-clock business, better safety for women, and bringing back the annual Assembly move from Srinagar to Jammu.
He called the new J&K Shops and Establishments Bill, 2025 a “historic reform” and a big step toward strengthening the economy. Passed by the J&K Assembly last October, this Bill changes, updates, and unites the laws about work conditions and employment in shops and other businesses.
The Deputy Chief Minister emphasized that labourers form the backbone of J&K’s economy and promised the government’s full commitment to protect their interests.
The conference, organised by the J&K Department of Labour and Employment, aimed to spread awareness of labour changes and prepare for the Central government’s four new Labour Codes in the region.
Mr. Choudhary said, “All the stakeholders have to work collectively for a modern, fair and progressive labour ecosystem in J&K.”
