Four killed in Russian missile strike on Dnipro amid ongoing Ukraine war talks

A Russian missile attack on the eastern Ukrainian city of Dnipro killed four people and injured 40, authorities said. The strike happened on Monday morning. Unconfirmed reports say a ballistic missile was used. Videos showed a large explosion near a motorway. An office block, cars, and shops were damaged. Dnipro is about 100 km from the fighting line and has faced many Russian attacks since February 2022.
The attack came just before US special envoy Steve Witkoff was due to meet President Vladimir Putin in Moscow. Witkoff has met Putin several times this year but has never visited Kyiv. On Sunday, a Ukrainian delegation met Witkoff, US Secretary of State Marco Rubio, and Jared Kushner in Florida.
Ukrainian President Zelensky called the Florida talks "very constructive" but said "tough issues" remain. Rubio said the meeting was "productive" but added "more work to be done." These talks are part of ongoing "shuttle diplomacy" between Ukraine, Russia, and US officials aimed at peace.
Still, big differences remain. Russia demands Ukraine pull back from parts of Donbas, which Kyiv refuses. Putin warned, "If they don't withdraw, we'll achieve this by force of arms." Zelensky said Russia "scorned" true peace efforts.
Security issues also divide them. Ukraine and Europe want security guarantees like NATO membership, which Russia opposes. Donald Trump has ruled out Ukraine joining NATO.
Zelensky is now in Paris to seek support from President Emmanuel Macron and will visit Ireland on Tuesday. Meanwhile, concerns grow that the US may be leaning toward Russia's demands while Europe feels sidelined.
Zelensky faces political challenges at home after a corruption scandal involving his chief of staff Andriy Yermak, who resigned recently. Two cabinet ministers were also fired.
Tens of thousands of soldiers and civilians have died or been injured, and at least seven million people have fled since Russia's full invasion began on 24 February 2022. The conflict traces back to 2014 when Russia annexed Crimea and backed uprisings in eastern Ukraine after Ukraine's pro-Russian president was ousted.
