West Bengal Spends Only ₹58.51 Crore Under PMMSY, Union Minister Flags Delay

The West Bengal government did not implement the Pradhan Mantri Matsya Sampada Yojana (PMMSY) fisheries scheme for two years after its launch in 2020-21. Union Minister for Fisheries Rajiv Ranjan Singh told the Lok Sabha on December 2, 2025, that the state has spent only ₹58.51 crore of the sanctioned ₹114 crore so far. The Ministry launched PMMSY to promote sustainable and inclusive growth in India’s fisheries sector with an investment of ₹20,050 crore over five years until 2024-25. Mr. Singh said that West Bengal delayed cooperating with the Centre and only accepted the scheme's proposals in 2022-23, sending a ₹221 crore plan. He added that implementing any Central programme is tough without state support. “I personally visited West Bengal for review of the scheme. Only lower ranks officers of the State government attended the meeting and they had very little knowledge about the scheme,” he said. PMMSY is active across all states and union territories, aiming for a ‘Blue Revolution’ to boost India's fisheries economy while ensuring ecological balance.
