Andhra Pradesh Introduces New Rules to Regulate Outdoor Advertisements in Cities

The Andhra Pradesh government has notified new rules, called ‘The Andhra Pradesh Regulation and Control of Display Devices (Promotion of Products and Services) in Urban Local Bodies Rules, 2025’. This reform streamlines outdoor ads, improves public safety, and boosts city revenues in all urban areas.
The order was issued by S. Suresh Kumar, Principal Secretary of Municipal Administration and Urban Development, on Tuesday.
The move supports Chief Minister N. Chandrababu Naidu’s goal of cleaner and investment-ready cities.
For years, uncontrolled hoardings and banners caused damage and risk, especially near sensitive spots like schools and hospitals. Now, ads must meet strict rules on safety, content, and placement to keep streets clean and safe.
Ads larger than 50 sq. ft. need safety certificates, yearly audits, and insurance. Banners near religious places, hospitals, schools, traffic points, and heritage sites are banned. Offensive content is not allowed.
Agencies and individuals must get licenses and include traceable details on each ad device.
Municipal properties for ads will be leased through public auctions to increase funds for city services. A digital platform for licenses, payments, and monitoring will launch within 45 days.
Mr. Suresh Kumar said, “This is a reform for citizens,” and claimed Andhra Pradesh is setting a national example in regulating displays.
